The 3rd SIDS Internet Governance Forum
Mauritius hosted the 3rd edition of the SIDS Internet Governance Forum
Halley Movement organised the 3rd edition of the Small Island Developing States (SIDS) Internet Governance Forum, in partnership the Caribbean Telecommunications Union (CTU), and DC-SIDS.
The 3rd edition of the SIDS IGF took place in the Indian Ocean region, concurrently with the Mauritius Internet Governance Forum 2026. This event marked a major milestone in strengthening digital cooperation among Small Island Developing States.
The 3rd edition of the Small Island Developing States (SIDS) Internet Governance Forum was officially inaugurated that same afternoon by the Honourable Raj Pentiah, Minister of Civil Service and Administrative Reforms of the Republic of Mauritius.
The opening ceremony brought together several key figures committed to Internet governance and digital cooperation among Small Island Developing States, including the Secretary General of the Halley Movement, and the Deputy Secretary General and Head of Regional Policy Development at the Caribbean Telecommunications Union (CTU).
The official opening was conducted by the Honourable Minister, Mr. Raj Pentiah. This official launch marked the start of proceedings for the 3rd edition of the SIDS IGF, providing a platform for dialogue and cooperation among Small Island Developing States from the Caribbean, the Pacific, and the AIMS region (Africa, Indian Ocean, Mediterranean, and South China Sea) to address issues related to Internet governance, digital transformation, cybersecurity, and artificial intelligence. Building on the foundations laid during the first two editions of the SIDS IGF, this meeting facilitated a comprehensive assessment to identify achievements, persistent challenges, and emerging priorities within the SIDS Internet governance landscape.
Thanks to the efforts of the Halley Movement, Mauritius hosted this landmark event, marking the first in-person edition of the SIDS Internet Governance Forum dedicated specifically to the islands of the Indian Ocean.

By organising the Mauritius Internet Governance Forum 2026 and the 3rd Small Island Developing States Internet Governance Forum, Halley Movement reaffirmed its commitment to creating open and inclusive dialogue spaces that bring together all stakeholders.
These events helped strengthen Mauritius’s position as an active participant in global digital governance and fostered a shared vision for a more secure, sustainable, and inclusive digital future for Mauritius, Africa, and all Small Island Developing States.
